The 'official' answer is 'look at the safety data sheet' (SDS). Where can you find it for all products? And if you have the SDS, how do you know what to do? Only a trained reader can read this from an SDS. ISA solves this by presenting risks and making overviews in understandable language. For (occupational) safety, for example, ISA makes workplace instruction cards (WIKs) with risk information. For transport and storage ISA provides overviews based on ADR data. This allows you to see which actions are required to meet storage or transport requirements.
